Business Updates

COVID-19 Hospitality Industry Recovery Program (CHIRP)

The Tioga County Commissioners are pleased to announce that $450,000 in grants have been awarded to eligible hospitality businesses in Tioga County.

CARES ACT 

Unemployment
 

The CARES Act was signed into law March 27, 2020. It includes several provisions of interest for businesses and employers, including funding options and enhanced unemployment compensation.

UC for Self-Employed

Please Note: The CARES Act did authorize Unemployment Compensation for the self-employed and independent contractors known as Pandemic Unemployment Assistance. (PUA)

Shared Work

A Shared-Work plan allows an employer to temporarily reduce the work hours of a group of employees and divide the available hours equally rather than laying off any employees. Employees covered by a Shared-Work plan receive a percentage of their Unemployment Compensation (UC) Weekly Benefit Amount (WBA), while they work the reduced schedule, if they are otherwise eligible for UC.

FAMILIES FIRST

Paid Leave

The Families First Coronavirus Response Act (FFCRA or Act) requires certain employers to provide employees with paid sick leave or expanded family and medical leave for specified reasons related to COVID-19. The Department of Labor’s (Department) Wage and Hour Division (WHD) administers and enforces the new law’s paid leave requirements. 

LOANS

The Small Business Administration has options available for small businesses in need of funding due to issues related to COVID-19.

Please Note: Each business should review the options available and look at their own situation to determine which options may be best for your business. You may also want to consult your accountant for their guidance. Each option has different loan payment terms and interest rates.

  • Economic Injury Disaster Loan (EIDL) - Please Note - the funds must be spent on EIDL allowable costs for your business, and you must keep documentation as proof. There is a 30 year term for payment that can be paid off early with no penalty. Apply here.
     

  • Payroll Protection Program (PPP) - The PPP is a loan designed to provide a direct incentive for small businesses to keep their workers on the payroll. The program provides loan forgiveness for retaining employees by temporarily expanding the traditional SBA 7(a) loan program. You must apply through a SBA 7(a) approved lender. This loan must have any portion that is not forgiven - paid in full within 2 years.
     

  • SBA Express Bridge Loans - This loan enables small businesses with a business relationship with an SBA Express Lender to access up to $25,000 quickly. This will provide eligible businesses with up to $25,000, in a fast turnaround time, and will be repaid in part or in full from 
     

  • SBA Debt Relief - This program provides debt relief to eligible businesses by covering the principal, interest and fees of current and new customers.

PA Call to Action Portal
 

Pennsylvania has launched a on-line resource for manufacturers. The Pennsylvania Manufacturing Call to Action Portal is available to:

•    Match manufacturers and distributors to fill specific supply chain needs to meet increasing demands for medical supplies and related products.

•    Assist manufacturers that have workforce needs or gaps and aid them in identifying skilled workers.

•    Identify manufacturers that can pivot or innovate to fulfill the demand for medical supplies and related products.

INTERNAL REVENUE SERVICE

Economic Impact Payment
 

The payments, also referred to by some as stimulus payments, are automatic for most taxpayers. No further action is needed by taxpayers who filed tax returns in 2018 and 2019 and most seniors and retirees. Additional Information.

WORKERS COMPENSATION

COVID-19 Exposure

 

If you believe you may have been exposed to COVID-19 in your workplace, you may be eligible for Workers' Compensation (WC) by either:
 

  • Notifying your employer to file a typical "disease-as-injury" WC claim, which requires you to provide medical evidence that you were exposed to COVID-19 in the workplace

  • Notifying your employer to file an "occupational disease" WC claim, which requires you to show that COVID-19 is occurring more in your occupation/industry than in the general population
