TIOGA COUNTY COMMISSIONERS ANNOUNCE


Application Period Now Open
 

The Tioga County Commissioners are pleased to announce that eligible hospitality industry businesses may now apply for the COVID-19 Hospitality Industry Recovery Program (CHIRP). 
Tioga County has partnered with Develop Tioga, a Certified Economic Development Organization,
to administer the program.

 

The intent of the grants is to assist qualifying hospitality businesses with financial relief for business disruptions and expenses incurred due to COVID-19.

Funding Available Though Act 1 of 2021 (SB 109)

 

This program is made available through the Commonwealth of Pennsylvania under Act 1 of 2021 (SB 109). The Act requires counties to establish a grant program for eligible businesses within the hospitality industry adversely affected by the COVID-19 pandemic. Pennsylvania counties were able to apply to the Pennsylvania Department of Community and Economic Development (DCED) to receive funds to offer the program.

 

Grant Amounts

Grant funds will be awarded to eligible and approved applicants. The minimum grant for eligible businesses is $5,000 and a grant award will not exceed $50,000.
 

Program Timeline
 

  • March 15 – Grant application opens at 8 a.m.
     

  • Applications will be accepted until June 15, 2021 or until funds are expended, whichever comes first.
     

  • Grant Awards - Awards will be announced on a rolling basis until all funds are expended or the program ends on June 30, 2021, whichever comes first.
     

Eligible Applicants
 

  • A Tioga County based hospitality industry business that meets the North American Industry Classification System (NAICS) codes - Accommodations subsector (721) or Food Services and Drinking Places subsector (722). You may search for your code at NAICS Identification Tools.
     

  • Have fewer than 300 employees.
     

  • Business was in operation on February 15, 2020 and paid income taxes to the Federal and State government.
     

  • Business remains in operation and does not intend to permanently close within one year of the date of your application for this program.
     

  • Business has a minimum tangible net worth of not more than $15,000,000.
     

  • COVID-19 has had an adverse impact on the business and the grant will support your ongoing operations.
     

  • The grant funds will be used to pay for COVID-19 related business expenses.
     

  • The business agrees they will only be eligible for one grant under this program thorough June 30, 2021.
     

  • The business must verify all the information submitted is true and accurate, and sign the application providing verification.
     

  • If the business received any prior COVID-19 related funding, the expenses covered by those funds are deemed ineligible. The business must have new expenses to submit.
     

NOTE: Priority for CHIRP Funding will be given to businesses that have not received previous COVID-19 funding grants.  
 

Eligible Uses of CHIRP Funding
 

Eligible operating expenses can include but are not limited to the following expenses that a business has not already received reimbursement for:
 

  • Mortgage or rent

  • Utility bills

  • Supplies

  • Cleaning or janitorial costs

  • Payroll

  • Insurance

  • Property taxes

  • Qualifying expenses must have been incurred during the period from March 1, 2020 to the date of the application, and no later than June 15, 2021.
     

Ineligible Expenses
 

Operating expenses that are not eligible for reimbursement include:
 

  • Taxes collected and remitted to a taxing authority such as sales tax, proceeds from transaction between the business and its domestic or foreign affiliates and amounts collected for another by a travel agent, real estate agent, advertising agent or conference management service provider.
     

Application Process
 

The Tioga County CHIRP application package must include:
 

  • Completed application form, signed and submitted with required documents. This includes compliance with Pennsylvania's Non-Discrimination/Sexual Harassment Clause. 

  • A brief narrative description of how the business was impacted by COVID-10.
     

  • Proof of at least a 25% reduction in revenue as described in the Requirements.
     

  • Proof of the business operating expenses to be covered by this grant application.
     

  • Copies of the applicant's signed 2019 and 2020 Federal Tax Return or 2019 and 2020 accountant prepared financial statements.
     

  • Alternative forms of documentation may be submitted but must be deemed in compliance after review and prior to application approval.


Application and Review Procedures
 

Applications will be reviewed by Develop Tioga staff as they are received, and awards will be made on a rolling basis until June 30, 2021 or until funds are exhausted, whichever comes first.
